The intent of this success criterion is to provide enough contrast between text and its background, so that it can be read by people with moderately low vision or impaired contrast perception, without the use of contrast-enhancing assistive technology.
For all consumers of visual content, adequate light-dark contrast is needed between the relative luminance of text and its background for good readability. Many different visual impairments can substantially impact contrast sensitivity, requiring more light-dark contrast, regardless of color (hue). For people with color vision deficiency who are not able to distinguish certain shades of color, hue and saturation have minimal or no effect on legibility as assessed by reading performance. Further, the inability to distinguish certain shades of color does not negatively affect light-dark contrast perception. Therefore, in the recommendation, contrast is calculated in such a way that color (hue) is not a key factor.
Text that is decorative and conveys no information is excluded. For example, if random words are used to create a background and the words could be rearranged or substituted without changing meaning, then it would be decorative and would not need to meet this criterion.
Text that is larger and has wider character strokes is easier to read at lower contrast. The contrast requirement for larger text is therefore lower. This allows authors to use a wider range of color choices for large text, which is helpful for design of pages, particularly titles. 18 point text or 14 point bold text is judged to be large enough to require a lower contrast ratio. (See The American Printing House for the Blind Guidelines for Large Printing and The Library of Congress Guidelines for Large Print under Resources). “18 point” and “bold” can both have different meanings in different fonts but, except for very thin or unusual fonts, they should be sufficient. Since there are so many different fonts, the general measures are used and a note regarding thin or unusual fonts is included in the definition for large-scale text.
When evaluating this Success Criterion, the font size in points should be obtained from the user agent or calculated on font metrics in the way that user agents do. Point sizes are based on the CSS pt size as defined in CSS3 Values. The ratio between sizes in points and CSS pixels is 1pt = 1.333px, therefore 14pt and 18pt are equivalent to approximately 18.5px and 24px.
Because different image editing applications default to different pixel densities (e.g., 72ppi or 96ppi), specifying point sizes for fonts from within an image editing application can be unreliable when it comes to presenting text at a specific size. When creating images of large-scale text, authors should ensure that the text in the resulting image is roughly equivalent to 1.2 and 1.5 em or to 120% or 150% of the default size for body text. For example, for a 72ppi image, an author would need to use approximately 19pt and 24pt font sizes in order to successfully present images of large-scale text to a user.
The 3:1 and 4.5:1 contrast ratios referenced in this success criterion are intended to be treated as threshold values. When comparing the computed contrast ratio to the Success Criterion ratio, the computed values should not be rounded (e.g., 4.499:1 would not meet the 4.5:1 threshold).
Because authors do not have control over user settings for font smoothing/anti-aliasing, when evaluating this Success Criterion, refer to the foreground and background colors obtained from the user agent, or the underlying markup and stylesheets, rather than the text as presented on screen.
Due to anti-aliasing, particularly thin or unusual fonts may be rendered by user agents with a much fainter color than the actual text color defined in the underlying CSS. This can lead to situations where text has a contrast ratio that nominally passes the Success Criterion, but has a much lower contrast in practice. In these cases, best practice would be for authors to choose a font with stronger/thicker lines, or to aim for a foreground/background color combination that exceeds the normative requirements of this success criterion.
This requirement applies to situations in which images of text were intended to be understood as text. Incidental text, such as in photographs that happen to include a street sign, are not included. Nor is text that for some reason is designed to be invisible to all viewers. Stylized text, such as in corporate logos, should be treated in terms of its function on the page, which may or may not warrant including the content in the text alternative. Corporate visual guidelines beyond logo and logotype are not included in the exception.
In this provision there is an exception that reads “that are part of a picture that contains significant other visual content,”. This exception is intended to separate pictures that have text in them from images of text that are done to replace text in order to get a particular look.
Images of text do not scale as well as text because they tend to pixelate. It is also harder to change foreground and background contrast and color combinations for images of text, which is necessary for some users. Therefore, we suggest using text wherever possible, and when not, consider supplying an image of higher resolution.
This success criterion applies to text in the page, including placeholder text and text that is shown when a pointer is hovering over an object or when an object has keyboard focus. If any of these are used in a page, the text needs to provide sufficient contrast.
Although this success criterion only applies to text, similar issues occur for content presented in charts, graphs, diagrams, and other non-text-based information, which is covered by Success Criterion 1.4.11 Non-Text Contrast.
A contrast ratio of 3:1 is the minimum level recommended by [ISO-9241-3] and [ANSI-HFES-100-1988] for standard text and vision. The 4.5:1 ratio is used in this success criterion to account for the loss in contrast that results from moderately low visual acuity, congenital or acquired color deficiencies, or the loss of contrast sensitivity that typically accompanies aging.
The rationale is based on a) adoption of the 3:1 contrast ratio for minimum acceptable contrast for normal observers, in the ANSI standard, and b) the empirical finding that in the population, visual acuity of 20/40 is associated with a contrast sensitivity loss of roughly 1.5 [ARDITI-FAYE]. A user with 20/40 would thus require a contrast ratio of 3 * 1.5 = 4.5 to 1. Following analogous empirical findings and the same logic, the user with 20/80 visual acuity would require contrast of about 7:1. This ratio is used in Success Criterion 1.4.6.
Hues are perceived differently by users with color vision deficiencies (both congenital and acquired) resulting in different colors and relative luminance contrasts than for normally sighted users. Because of this, effective contrast and readability are different for this population. However, color deficiencies are so diverse that prescribing effective general use color pairs (for contrast) based on quantitative data is not feasible. Requiring good luminance contrast accommodates this by requiring contrast that is independent of color perception. Fortunately, most of the luminance contribution is from the mid and long wave receptors which largely overlap in their spectral responses. The result is that effective luminance contrast can generally be computed without regard to specific color deficiency, except for the use of predominantly long wavelength colors against darker colors (generally appearing black) for those who have protanopia. Some people with cognitive disabilities require color combinations or hues that have low contrast, and therefore we allow and encourage authors to provide mechanisms to adjust the foreground and background colors of the content. Today, I work as a Penetration Tester. Instead of designing and troubleshooting networks, now I get to break into them to test their strength. Usually, the first task of an Internal Penetration Test is to try and gain access to a low-privileged account. Since the pandemic made us shift to working from home, many of our common man-in-the-middle (MitM) attacks were neutralized due to a lack of adjacent clients.
Typically, the SSH credentials we identify in the phone configuration files are not Active Directory passwords but instead are valid authentication credentials for the Cisco Unified Communications Manager (CUCM) web interface. From within the CUCM, we can perform an authentication pass back attack and capture the Active Directory credentials configured for the LDAP protocol. Occasionally, the accounts you discover in the configurations are domain credentials. Sometimes the credentials are even members of the Domain Admins group! This post will walk through the hack step by step and explain .
The first step is to find a Cisco phone on the network. One trick I like to use is monitoring for Cisco Discovery Protocol (CDP) packets that come across the wire. Within these packets, you can find information regarding the voice VLAN. Once we identify what the voice VLAN is, we can configure our network interface to communicate on that VLAN along with any devices on it. This almost always allows me to quickly and quietly identify a phone’s network.
After the phone subnet has been identified, a quick Nmap scan of port 80 will indicate which systems are active. Once you identify the web interface of a phone, you can glean valuable information from the phone including where the CUCM server is located. Additionally, you can identify the filename of the phone’s configuration file by appending .cnf.xml.sgnto the phone’s hostname, which is always SEP.
Now I can manually download the phone’s configuration files just like the phone does at boot using TFTP. Unlike FTP, the TFTP service does not allow for directory listings. Therefore, identifying the configuration name of a valid phone is important. In some rare instances, there is a file labeled ConfigFileCacheList.txt. If this file exists, it will contain all the filenames located in the TFTP directory. This file does not always exist on the CUCM, and I’m still unsure why.
Additionally, the CUCM server has an HTTP service on port TCP/6970 that shares the same root directory. Since the HTTP protocol is much easier to interface with programmatically, this interface works perfectly for automating configuration discovery and downloading.

Once all of the configurations are downloaded, I parse each one looking for Plaintext passwords. After the plaintext passwords are discovered, the first thing I do is try to log in to the CUCM web interface.
Using the -p parameter, I can specify a phone’s IP address. The webpage of the phone is scraped to identify the CUCM IP address. If the ConfigFileCacheList.txt exists on the CUCM, then all the filenames are parsed and each configuration is automatically downloaded.
Ok, so now what? How can you stop me from doing this attack? Modern CUCM systems do support a way of encrypting the phone configurations. This feature would effectively stop this attack path. A wing is a type of fin that produces both lift and drag while moving through air. Wings are defined by two shape characteristics, an airfoil section and a planform. But in recent centuries the word’s meaning has extended to include lift producing appendages of insects, bats, pterosaurs, boomerangs, some sail boats and aircraft, or the airfoil on a race car.[2]
The design and analysis of the wings of aircraft is one of the principal applications of the science of aerodynamics, which is a branch of fluid mechanics. The properties of the airflow around any moving object can be found by solving the Navier-Stokes equations of fluid dynamics. Except for simple geometries, these equations are difficult to solve.[3] Simpler explanations can be given.
For a wing to produce “lift”, it must be oriented at a suitable angle of attack relative to the flow of air past the wing. When this occurs, the wing deflects the airflow downwards, “turning” the air as it passes the wing. Since the wing exerts a force on the air to change its direction, the air must exert a force on the wing, equal in size but opposite in direction. This force arises from different air pressures that exist on the upper and lower surfaces of the wing.[4][5][6]

You’re trying to do all of that before the massive blue and white Boeing 747 steeply climbs into the sky and out of the range of cell service. And even though my DVD player is in a dark corner of my basement gathering dust, my wife and I know that neither of us will ever part with our duplicate collections of the show’s entire run. (She had all the individual seasons. I splurged for the blue faux briefcase series collection the week it came out. There was an immediate unspoken agreement when we moved in together that both collections would remain.)
Scott Detrow: There’s this whole generation of people who first caught the bug of politics or got the bug of public service watching this show when they were teenagers or early on in their careers. And they said, “I want to move to Washington.” Then they move to Washington. And a lot of it goes back to the show. And I’m wondering, Melissa, when did you first notice that and how have you seen that change over the years?
Martin Sheen: A lot of young people now are being introduced to the show, and many of them tell us that it happened during the pandemic. That they were kind of locked indoors and that they began to look for things to inspire them or to entertain them. They found The West Wing, and in a lot of ways they found themselves, their true selves.
Fitzgerald: One of my first days at work, I remember coming on to set and seeing Martin and he was shaking hands with every single background artist and introducing himself and welcoming. It just felt like he was welcoming everyone to this family. And that’s not usual on a set. It’s who Martin is. He is the most inclusive, kind man who treats everybody with dignity and respect. And we have all benefited from that.
Sheen: And well, thank you very much. However, the only criticism that I had with Melissa and Mary was they have got to find people who simply do not like me and they didn’t do enough research.
Sheen: Yes, our bingo bus party. [It was] our Christmas gift to all of the people that you normally do not see on camera. They call them extras. I hate that term And so we wanted to celebrate them every Christmas. I started with one bus and by the second season we were at two buses, and we play bingo in the bus as we get to Vegas. It was great fun.
Fitzgerald: There are so many it is really hard for me to say, but I love In Excelsis Deo. I think that is a beautiful episode. And the themes of that, you know what we owe those who have given so much to our country. And, you know, it’s the one about the veteran and Toby and everyone knows that episode because it’s so beautifully done.
Sheen: My overall favorite hands down is In Excelsis Deo, and my brother Mike was a combat Marine and in Korea and I just could not stop thinking of him when we did it. It’s still hard to talk about.
Detrow: My favorite episode is probably in 17 People, when Toby (Ziegler, played by Richard Schiff) figures out that the president is hiding a big secret. I recently rewatched the episode where that all comes to a head: Two Cathedrals. President Bartlet is debating whether or not to run for another term. And I watched this the other day and I just could not get over how line for line so many scenes in that episode could have applied to what we saw just play out with President Biden and Vice President Harris and this decision of whether or not to run for another term.
Sheen: The theme. I cannot hear that theme and not go right into it. And all those extraordinary young faces appear. And then it all floods back with gratitude and praise. I just can’t believe that I was part of that.
Fitzgerald: I see the people and the family that was created from that show. That’s been one of the greatest gifts of my whole life. If The West Wing was a love letter to public service, then What’s Next is a love letter to The West Wing, the army of people it took to make it, the fans who loved it and the people who were inspired by it. And we hope that we honored our time together and we hope that the wingnuts love it.

Stylized text, such as in corporate logos, should be treated in terms of its function on the page, which may or may not warrant including the content in the text alternative. In this provision there is an exception that reads “that are part of a picture that contains significant other visual content,”. This exception is intended to separate pictures that have text in them from images of text that are done to replace text in order to get a particular look.

Hues are perceived differently by users with color vision deficiencies (both congenital and acquired) resulting in different colors and relative luminance contrasts than for normally sighted users. Because of this, effective contrast and readability are different for this population. However, color deficiencies are so diverse that prescribing effective general use color pairs (for contrast) based on quantitative data is not feasible. Requiring good luminance contrast accommodates this by requiring contrast that is independent of color perception. Fortunately, most of the luminance contribution is from the mid and long wave receptors which largely overlap in their spectral responses. The result is that effective luminance contrast can generally be computed without regard to specific color deficiency, except for the use of predominantly long wavelength colors against darker colors (generally appearing black) for those who have protanopia. Today, I work as a Penetration Tester. Instead of designing and troubleshooting networks, now I get to break into them to test their strength. Usually, the first task of an Internal Penetration Test is to try and gain access to a low-privileged account. Since the pandemic made us shift to working from home, many of our common man-in-the-middle (MitM) attacks were neutralized due to a lack of adjacent clients.
Typically, the SSH credentials we identify in the phone configuration files are not Active Directory passwords but instead are valid authentication credentials for the Cisco Unified Communications Manager (CUCM) web interface. From within the CUCM, we can perform an authentication pass back attack and capture the Active Directory credentials configured for the LDAP protocol. Occasionally, the accounts you discover in the configurations are domain credentials. Sometimes the credentials are even members of the Domain Admins group! This post will walk through the hack step by step and explain .
The first step is to find a Cisco phone on the network. One trick I like to use is monitoring for Cisco Discovery Protocol (CDP) packets that come across the wire. Within these packets, you can find information regarding the voice VLAN. Once we identify what the voice VLAN is, we can configure our network interface to communicate on that VLAN along with any devices on it. This almost always allows me to quickly and quietly identify a phone’s network.
After the phone subnet has been identified, a quick Nmap scan of port 80 will indicate which systems are active. Once you identify the web interface of a phone, you can glean valuable information from the phone including where the CUCM server is located. Additionally, you can identify the filename of the phone’s configuration file by appending .cnf.xml.sgnto the phone’s hostname, which is always SEP.
Now I can manually download the phone’s configuration files just like the phone does at boot using TFTP. Unlike FTP, the TFTP service does not allow for directory listings. Therefore, identifying the configuration name of a valid phone is important. In some rare instances, there is a file labeled ConfigFileCacheList.txt. If this file exists, it will contain all the filenames located in the TFTP directory. This file does not always exist on the CUCM, and I’m still unsure why.
Additionally, the CUCM server has an HTTP service on port TCP/6970 that shares the same root directory. Since the HTTP protocol is much easier to interface with programmatically, this interface works perfectly for automating configuration discovery and downloading.

Once all of the configurations are downloaded, I parse each one looking for Plaintext passwords. After the plaintext passwords are discovered, the first thing I do is try to log in to the CUCM web interface.
Using the -p parameter, I can specify a phone’s IP address. The webpage of the phone is scraped to identify the CUCM IP address. If the ConfigFileCacheList.txt exists on the CUCM, then all the filenames are parsed and each configuration is automatically downloaded.
Ok, so now what? How can you stop me from doing this attack? Modern CUCM systems do support a way of encrypting the phone configurations. This feature would effectively stop this attack path. A wing is a type of fin that produces both lift and drag while moving through air. Wings are defined by two shape characteristics, an airfoil section and a planform. Wing efficiency is expressed as lift-to-drag ratio, which compares the benefit of lift with the air resistance of a given wing shape, as it flies. Aerodynamics is the study of wing performance in air.

The word “wing” from the Old Norse vngr[1] for many centuries referred mainly to the foremost limbs of birds (in addition to the architectural aisle). But in recent centuries the word’s meaning has extended to include lift producing appendages of insects, bats, pterosaurs, boomerangs, some sail boats and aircraft, or the airfoil on a race car.[2]
The design and analysis of the wings of aircraft is one of the principal applications of the science of aerodynamics, which is a branch of fluid mechanics. The properties of the airflow around any moving object can be found by solving the Navier-Stokes equations of fluid dynamics. Except for simple geometries, these equations are difficult to solve.[3] Simpler explanations can be given.
For a wing to produce “lift”, it must be oriented at a suitable angle of attack relative to the flow of air past the wing. When this occurs, the wing deflects the airflow downwards, “turning” the air as it passes the wing. Since the wing exerts a force on the air to change its direction, the air must exert a force on the wing, equal in size but opposite in direction. You’re trying to do all of that before the massive blue and white Boeing 747 steeply climbs into the sky and out of the range of cell service. And for radio reporters like me, you’re often also trying to upload and share audio files of the president’s statements during that brief window of cell service.
Why? Because like so many other Millennials who now populate Washington, D.C., the late ’90s/early aughts NBC drama was my entry point to the world of politics and government. It was a key factor in pushing me in the direction of spending my life reporting on politics. And it was always worth it to pause for that moment of appreciation of how my life had ended up in a place where I was inhabiting a corner of the show’s real-life world.
I was hooked and stayed hooked. And when I went to college, the show was an easy early conversation point that helped me identify who my kind of people were in a new environment. The same cycle repeated itself when I graduated from college and started my first job in a new town. “You like The West Wing? Me too! Let’s watch it!” (I ended up married to one of the people I had one of those early West Wing-powered conversations with.)
Now, 25 years after the first season, the show can at times feel corny and dated. Real-life politics are far more cynical and disorganized. The tribal, existential nature of the Trump era makes the show feel like it’s of a different epoch.
But I still return to the comfort of The West Wing over and over again. And even though my DVD player is in a dark corner of my basement gathering dust, my wife and I know that neither of us will ever part with our duplicate collections of the show’s entire run. (She had all the individual seasons. I splurged for the blue faux briefcase series collection the week it came out. There was an immediate unspoken agreement when we moved in together that both collections would remain.)
Scott Detrow: There’s this whole generation of people who first caught the bug of politics or got the bug of public service watching this show when they were teenagers or early on in their careers. And they said, “I want to move to Washington.” Then they move to Washington. And a lot of it goes back to the show. And I’m wondering, Melissa, when did you first notice that and how have you seen that change over the years?
Martin Sheen: A lot of young people now are being introduced to the show, and many of them tell us that it happened during the pandemic. That they were kind of locked indoors and that they began to look for things to inspire them or to entertain them. They found The West Wing, and in a lot of ways they found themselves, their true selves.
Fitzgerald: One of my first days at work, I remember coming on to set and seeing Martin and he was shaking hands with every single background artist and introducing himself and welcoming. It just felt like he was welcoming everyone to this family. And that’s not usual on a set. It’s who Martin is. He is the most inclusive, kind man who treats everybody with dignity and respect. And we have all benefited from that.
Sheen: And well, thank you very much. However, the only criticism that I had with Melissa and Mary was they have got to find people who simply do not like me and they didn’t do enough research.
Sheen: Yes, our bingo bus party. [It was] our Christmas gift to all of the people that you normally do not see on camera. They call them extras. I hate that term And so we wanted to celebrate them every Christmas. I started with one bus and by the second season we were at two buses, and we play bingo in the bus as we get to Vegas. It was great fun.
Fitzgerald: There are so many it is really hard for me to say, but I love In Excelsis Deo. I think that is a beautiful episode. And the themes of that, you know what we owe those who have given so much to our country. And, you know, it’s the one about the veteran and Toby and everyone knows that episode because it’s so beautifully done.
Sheen: My overall favorite hands down is In Excelsis Deo, and my brother Mike was a combat Marine and in Korea and I just could not stop thinking of him when we did it. It’s still hard to talk about.
Detrow: My favorite episode is probably in 17 People, when Toby (Ziegler, played by Richard Schiff) figures out that the president is hiding a big secret. I recently rewatched the episode where that all comes to a head: Two Cathedrals. President Bartlet is debating whether or not to run for another term. And I watched this the other day and I just could not get over how line for line so many scenes in that episode could have applied to what we saw just play out with President Biden and Vice President Harris and this decision of whether or not to run for another term.
Sheen: The theme. I cannot hear that theme and not go right into it. And all those extraordinary young faces appear. And then it all floods back with gratitude and praise. I just can’t believe that I was part of that.
Fitzgerald: I see the people and the family that was created from that show. That’s been one of the greatest gifts of my whole life. If The West Wing was a love letter to public service, then What’s Next is a love letter to The West Wing, the army of people it took to make it, the fans who loved it and the people who were inspired by it. And we hope that we honored our time together and we hope that the wingnuts love it.
